No need to be a certain race for Allied Race?

Hii..

As in I don't have to play as a Dwarf to get a Dark Iron Dwarf, Blood Elf to get a Void Elf, Troll to get a Zandalari Troll, etc.
I can play as right now my Human Paladin and do requirements to unlock the Allied Races?

Please help.
